Cambodia Tourism Faces 44% Foreign Arrival Drop as Domestic Travel Surges

Cambodia recorded a sharp 44.4% decline in international tourist arrivals during the first eight months of 2026, while a strong increase in domestic travel is providing important support for the tourism sector.

International tourist arrivals fell to 2.25 million between January and August 2026, compared with 4.05 million during the same period in 2025, according to a Ministry of Tourism report released this week.

The decline comes as Cambodia’s tourism industry faces pressure from geopolitical tensions and the closure of the Cambodia-Thailand land border, affecting tourism-related transport, hospitality and trade.

At the same time, the government is looking to use the current situation to accelerate diversification, including stronger development of ecotourism, coastal destinations, community-based tourism and newer tourism products beyond traditional heritage attractions.

China and Vietnam remain major source markets

China and Vietnam continued to rank as Cambodia’s two largest international tourism source markets during the first eight months of the year.

The Ministry of Tourism reported that 63% of international visitors arrived by air, while the remaining 37% entered Cambodia through waterways and land border gates.

The distribution highlights the importance of both international aviation connectivity and cross-border travel to Cambodia’s tourism economy.

Government looks to diversify tourism

Despite the decline in international arrivals, the government is positioning the current challenges as an opportunity to restructure the tourism sector and reduce reliance on traditional heritage destinations.

Tourism Minister Huot Hak said the government continues to prioritise tourism recovery and sustainable growth, particularly in key destinations.

The comments were made during the official launch of the Siem Reap Provincial Tourism Development Plan 2026-2030 in Siem Reap province.

The strategy comes as tourism businesses in major destinations continue to feel the effects of weaker international visitor numbers.

Ecotourism and community tourism gain greater attention

The Ministry of Tourism is working with the Ministry of Environment to expand ecotourism models designed to provide greater economic benefits to local communities.

The approach includes guided tours and sustainable conservation practices, linking tourism activity with community income and environmental protection.

Cambodia has significant scope for diversification beyond its established cultural attractions.

The country has four UNESCO World Heritage sites, including the Angkor Archaeological Park, Sambor Prei Kuk, the Temple of Preah Vihear and the Koh Ker archaeological site.

The Kingdom also has approximately 450 kilometres of coastline across Sihanoukville, Kampot, Kep and Koh Kong, creating opportunities for beach, marine and ecotourism.

Domestic tourism provides a major cushion

While international arrivals declined sharply, domestic tourism moved in the opposite direction.

The Ministry of Tourism recorded 25.65 million domestic tourist trips during the first eight months of 2026, representing a 48.5% increase compared with the same period last year.

This increase has provided important support for tourism businesses amid weaker international demand.

The contrast between the two segments is significant: Cambodia’s tourism sector is currently dealing with a substantial decline in foreign arrivals while domestic travel is expanding.

For businesses that depend heavily on international tourists, however, stronger domestic travel does not necessarily eliminate the pressure created by the loss of foreign visitors.

Siem Reap businesses continue to feel pressure

Tourism operators in Siem Reap remain concerned about the decline in foreign visitors.

Khiev Thy, president of the Siem Reap-based Khmer Angkor Tour Guide Association, said tourism businesses and frontline workers in the province continue to face difficulties.

He said the gradual decline in foreign tourists visiting Siem Reap has directly affected tourism-related businesses and frontline workers.

Siem Reap remains closely associated with Cambodia’s cultural heritage tourism, making the province particularly exposed to changes in international visitor flows.

Techo International Airport promotes wider tourism experiences

Techo International Airport is also positioning itself as part of Cambodia’s broader tourism ecosystem.

The airport is organising Tourism Fair 2026, a five-day exhibition showcasing Cambodia’s culture, history, national heritage, food, nature tourism, community-based tourism and modern tourism products and services.

Charles Vann, Director of Cambodia Airport Investment Co., Ltd., which manages Techo International Airport, said the airport should be viewed not only as a gateway for travelling into and out of Cambodia but also as an initial point of experience for visitors and part of the wider tourism chain.

The exhibition therefore reflects the broader push to connect transport infrastructure with destination promotion and tourism products.

Angkor Times Analysis

The latest tourism figures show a clear divergence between Cambodia’s international and domestic tourism markets.

The 44.4% decline in foreign arrivals is significant because international visitors contribute to hotels, restaurants, tour operators, transportation providers, guides, attractions and other tourism-related businesses. The reported impact on Siem Reap businesses illustrates how weaker international demand can spread through local tourism supply chains.

At the same time, the 48.5% increase in domestic tourist trips provides an important counterweight. Domestic tourism can help maintain activity for hotels, restaurants, attractions and transportation operators, although the source does not provide a breakdown of domestic tourism spending or its economic value compared with international visitors.

The government's response is also moving toward tourism diversification.

Rather than relying primarily on established heritage destinations, Cambodia is highlighting coastal tourism, ecotourism, community-based tourism, food, nature and modern tourism products. This approach could broaden the range of destinations and experiences available to visitors.

The source, however, does not provide specific visitor targets or revenue projections for the diversification initiatives. Their measurable impact will therefore depend on future visitor numbers, spending patterns, private-sector participation and the effectiveness of destination development.

For Cambodia's tourism businesses, the immediate challenge is managing weaker international demand while making use of the strong domestic market and developing additional tourism products.
