Cambodia and Malaysia Seek Two-Way Tourism Growth Through New Travel Partnerships

Cambodian travel to Malaysia rose sharply in the first half of 2026, prompting tourism operators from both countries to explore new packages, healthcare travel opportunities and joint promotions designed to increase two-way visitor flows.

Malaysia welcomed 48,028 Cambodian visitors during the first half of 2026, representing a 52.3 per cent increase from the 31,525 Cambodian visitors recorded during the same period in 2025.

The growth was highlighted during a Tourism Malaysia B2B and networking session in Phnom Penh on September 29, where tourism businesses from Cambodia and Malaysia discussed opportunities to develop new travel packages, strengthen partnerships and promote destinations in both markets.

Malaysia Sees Cambodia as a Growing Tourism Market

Baizuri Baharum, Tourism Malaysia’s director of international promotion for Southeast Asia, described Cambodia as a promising market for Malaysia's regional tourism strategy.

She said the increase in Cambodian arrivals demonstrated the market's growing potential and pointed to improving air connectivity as an important foundation for further expansion.

There are currently 51 flights providing 8,854 seats per week between Cambodia and Malaysia, according to Tourism Malaysia.

Baizuri encouraged members of the Cambodia Tourism Association (CATA) to incorporate Malaysian destinations into upcoming travel packages.

Tourism Malaysia is also prepared to support familiarisation programmes, joint marketing activities and business meetings with Cambodian tourism operators, she said.

For Cambodian travel agencies, such cooperation could provide opportunities to create more integrated Malaysia packages rather than simply selling individual flights or hotel stays.

Healthcare Tourism Emerges as a Key Opportunity

CATA president Chhay Sivlin identified healthcare travel as one area with particular potential for stronger Cambodia-Malaysia tourism cooperation.

She said more Cambodians were seeking medical services in Malaysia, creating opportunities for travel businesses to combine healthcare services with tourism-related experiences.

Packages could potentially connect medical treatment and recovery with wellness, leisure and hospitality services, allowing tourism operators to build broader travel products around healthcare journeys.

The opportunity also highlights the increasingly diverse nature of outbound tourism, where travel can involve several purposes rather than being limited to traditional holidays.

Cambodia Also Wants More Malaysian Visitors

While Cambodian visitors to Malaysia are increasing, Cambodian tourism representatives stressed that stronger bilateral tourism should work in both directions.

Sivlin called for greater efforts to attract Malaysian travellers to Cambodia, highlighting destinations such as Angkor, Cambodia's coastline and the country's cultural attractions.

“True tourism growth is a two-way street,” she said.

Malaysian Ambassador Shaharuddin Onn also supported the push for reciprocal tourism growth.

He said the Phnom Penh business session gave Malaysian tourism providers an opportunity to better understand the Cambodian market, while Cambodian travel agents could explore Malaysian tourism products and potential new packages.

He expressed hope that the B2B meetings would lead to new partnerships, tourism packages and joint promotions that could increase tourist arrivals between the two countries.

Siem Reap to Host Another Tourism Business Session

The cooperation will extend beyond Phnom Penh.

Shaharuddin said a similar business event will also be held in Siem Reap, giving Malaysian tourism operators an opportunity to meet businesses operating in one of Cambodia's major tourism destinations.

The Siem Reap session could provide another platform for travel agencies, hotels and other tourism businesses to explore partnerships focused on Cambodia's tourism products and Malaysian outbound travellers.

Malaysia Promotes Visit Malaysia 2026–2027

The discussions take place as Malaysia promotes its Visit Malaysia 2026–2027 campaign.

Baizuri said Malaysia welcomed 21.1 million international visitors during the first half of 2026, up 2.5 per cent from 20.6 million during the same period a year earlier.

The campaign promotes Malaysia's cities, beaches, natural attractions, culture and cuisine, while also highlighting family attractions, Muslim-friendly tourism and healthcare services.

For Cambodian travellers, these offerings create opportunities for tourism operators to develop packages around different travel purposes, including leisure, family holidays, wellness and healthcare.

Air Connectivity Supports Further Market Growth

The reported 8,854 weekly seats across 51 flights between Cambodia and Malaysia provide an important foundation for tourism businesses seeking to increase visitor flows.

For operators, air connectivity is particularly important because new tourism packages need sufficient transport capacity to support marketing efforts.

The challenge, therefore, is not simply attracting more visitors but connecting available air capacity with competitive travel products, hotel offerings, destination experiences and coordinated marketing.

Angkor Times Analysis

The 52.3 per cent increase in Cambodian visitors to Malaysia during the first half of 2026 indicates that outbound tourism is an important part of the Cambodia-Malaysia tourism relationship, while the discussions in Phnom Penh point toward a broader effort to build a two-way tourism market.

The business opportunity goes beyond simply increasing visitor numbers.

For Cambodian travel companies, Malaysia offers opportunities to develop specialised packages around healthcare, wellness, leisure, family travel and other tourism segments highlighted by Tourism Malaysia.

At the same time, Cambodian destinations can be promoted more actively to Malaysian travellers through cooperation between travel agents, airlines, hotels and destination businesses.

The B2B model discussed in Phnom Penh is particularly relevant because tourism growth depends on businesses converting destination awareness into commercially viable packages.

If cooperation between operators becomes more structured, joint promotions and business-to-business partnerships could help connect airlines, hotels, travel agencies, healthcare providers and destination operators across the two markets.

The next phase of Cambodia-Malaysia tourism cooperation will therefore depend not only on visitor demand but also on how effectively businesses turn that demand into packages that work for travellers in both directions.

What This Means for Cambodia's Tourism Industry?

The latest discussions highlight several potential opportunities for Cambodian tourism businesses:

1. Outbound travel packages
Cambodian travel agencies can expand Malaysia-focused packages around leisure, family travel, wellness and healthcare.

2. Healthcare tourism
The healthcare segment could create opportunities for specialised packages combining medical services with accommodation, recovery, wellness and leisure.

3. Inbound Malaysian tourism
Cambodian operators can use the same business networks to promote Angkor, coastal destinations and cultural experiences to Malaysian travellers.

4. Joint marketing
Cross-border campaigns could allow businesses in both countries to share destination products and reach new customers.

5. B2B partnerships
Direct relationships between travel agents, airlines, hotels and tourism providers could make it easier to develop commercially viable packages.
